Document the Dev State for the LG

Overview

When running the application locally, we have an autofill option if you use the backtick `. However, it's not properly documented and we don't want it to get lost.

Action Items

• study the autofill dev tool
  • how to use the tool
  • notes
• create a wiki page and write out notes about the tool
  • make a note that the grammar-related handlers do not run when you use the autofill tool because they run on input change
• add to the Web Developer wiki page under guides
• link in the .env.example
