Feature: Show listings for orgs and services without fixed locations

Context

Sometimes we have food orgs that don’t have specific locations, but would be helpful to food seekers.

We currently can’t show orgs that serve a region, so this could be helpful to connect food seekers with these services.

examples of this:

• meals on wheels
• https://www.axios.com/2024/02/21/snap-program-online-grocery-store-payment
• school meal programs

This might also be a good place for public service announcements (PSAs) to mention signing up for benefits, if folks aren’t aware of them.
