As a user, I want to mark a case as a rushed record so I can keep track of urgent cases. #131

Given that the user is logged in,
When the user is on the intake form,
There should be an affordance to mark to a case as RUSH/urgent.

Given that there are urgent records,
When the user lands on the index,
There should be an 🔥 icon to denote a case as RUSH/urgent.

Given that the user clicked on a case from the index,
and the case is a RUSH/urgent,
When the user lands on the profule
There should a badge indicating the profile is a RUSH/urgent
And the color accent should be red #BA2525.
