A number of our bots will likely end up integrating GPT3 features.

Make a reusable library that captures the prompt management and completion and token quota features of Pythia.

lookup prompts from a stash
complete prompts with token metrics
per-guild / per-channel / per-role / per-user token quota system
transcript persistence / rendering
