Localized changelog

The changelog of a package should be localizable as well.
(Is there a special user role that permits to localize stuff. Should be, so more people could translate without the permission to mess with the English original texts, icons, etc.)

The changelog is presently not able to be localized. Is there value in that?

The following permissions can be granted;

• Edit Package Icon
• Edit Package Screenshot
• Edit Package Categories
• Edit Package Prominence
• Edit Package Localization
• Edit Package Changelog

These permissions can be granted at the package or global level.

@aplgithub, I think, it makes sense to have the changelog localized as well. It appears in the "Changelog" tab of the HaikuDepot app and people runnning an otherwise completely localized Haiku probably want to read/understand the changes to a package before updating it, for example.
