附件列表浏览时使用缩略图而非加载原图

目前在增加储存策略的时候，可以设置网址后缀来实现图片处理功能，但这个功能是全局的。
在附件列表的网格模式下，希望能使用压缩参数更高的后缀来预览可以更好的节省流量

我记得有一次例会有说这个问题，看要不要halo主项目层面统一提供标准还是怎么样。
