except angular-cli, also add other tools for development:

• use ng-packgar as production bundler
• use gulp-ph-pages for docs publisher
• use jest as assertion and test-runner

add two additional npm script for package and deploy doc site:

• package: auto package with ng-packagr
• doc: build doc site and sync with remote github repo pages
