[EPIC] Explore BlockScout Explorer Support

Problem

Blockscout is an open source EVM explorer.
It currently has no support for Hedera but there shouldn't be anything technically blocking

Preview Give feedback

1. Run a local instance and point to a local relay as if Ethereum. This should work and we should capture and resolve any issues encountered
2. Submit a PR to https://github.com/blockscout/blockscout to add Hedera
3. Add an example project under relay/tools

They also support contract verification, so I guess we could also validate that verifying a contract using a local instance of Blockscout works as well (they are part of the Verifier Alliance, https://verifieralliance.org/who.html).
