The Problem
When a failure occurs during the state download step, it leads to an error in the report step. This makes it difficult to identify the root cause of the issue. See the related job.

The Solution
Modify the GitHub workflow to ensure that errors clearly indicate the actual cause of the failure, providing more accurate and actionable feedback.
