EPIC: Implement HIP-756

Problem

HIP-756 has which allows parties to sign scheduled transactions to assign themselves to roles such as autoRenew and treasury for tokens has not been implemented.

This has a dependency on HIP 755 completion

4. Add ability to handle queries which obtain information from the schedule service - possibly by introducing a ScheduleServiceApi similar to the TokenServiceApi
5. Ensure schedule service is correctly creating the tokens once all necessary signatures are gathered.
6. Create tests at various levels to validate functionality
