Is it possible that
persistServerMetadata()
never wrote the file because it encountered errors writing the file? do we need some kind of check between first startup time and now in this so we figure out "it must have had an opportunity to write a file"? Or possibly an inmemory counter of how many timespersistServerMetadata()
