Horizontal cluster scaling with the Nomad Autoscaler utilises a number of common configuration parameters which can be used in conjunction with any cluster scaling target plugin. The current documentation details these parameters repeatedly for each plugin and therefore is somewhat annoying to update.

It would be nice to these common configuration parameters documented in a single place, linking out to this section where supported.
