Add ability to filter Allocations by status, group, and client

Proposal

In the Nomad UI, on pages that show the allocations list view, you should be able to filter allocations by status, by task group, and by client.

Use-cases

This would allow people to use the allocations list more effectively. Especially when trying to focus on allocations with a specific status.
