This PR allows the CLI to forward request to different regions.

nomad plan and nomad run parse the region from the job file and set it automatically.

Fixes #1194, Fixes #1116

It is actually distinct from flagAddress. The precedent is the env-var -> flag -> job's region in the case of run and plan
