This PR allows partial garbage collection of allocations whereas before an allocation was only GC'd if every allocation created as part of the parent evaluation was terminal.
This has a side effect of making Node GC more aggressive since Node GC only occurs once all allocations on the node are terminal.
Potentially fixes #1245
