Update to go1.19 and format doc strings #14131

Starting with go1.19, gofmt will forcefully format your doc strings.

As part of this change, gofmt now reformats doc comments to make their rendered meaning clearer.

Instead of having folks check in random doc strings changes in unrelated PRs, let's just rip this band-aid off during the go1.19 upgrade, formatting all files all at once.
