When the server doesn't respond immediately, there is a visible window of time between the action being submitted and the blocking query coming back with the new job status.

Today it's possible to stop a job from the UI. Now it's possible to start that stopped job. Full circle!
The diff is much larger than it should be because this branch is based off of #4612 to get the job update API code.The diff is accurate now.
