[Scaling API]: Meta-issue

Need to ensure the following:

• New ACLs are implemented and enforced on the new endpoints [Scaling] ACL support for new scaling endpoints #7411
• Scheduler respects new Min/Max fields [Scaling] Enforce Min/Max in Scheduler #7412
• Scaling events Implement scaling events API #7422
• API fields are all present
• API fields are all populated (i.e., scaling events)
• blocking queries supported by all endpoints that should support it
• More tests (some POC content may be missing tests)
• CLI commands are implemented
• New APIs are documented
• New scaling block is documented

Lower priority issues:

• stale queries supported by all endpoints that should support it [Scaling] Support stale queries #7410
• No extraneous API fields are present
