This addresses one of two bugs reported in hashicorp/vscode-terraform#707 , specifically in hashicorp/vscode-terraform#707 (comment)
The other bug is to be fixed on the client / extension side.
This brings in the following upstream patch hashicorp/hcl-lang#77
