Add education and web presence ability to approve PRs to website files

I'm trying to standardize the education and web presence team's permissions across all the code repos that contain docs. Please let me know if you have any feedback!

Hey @judithpatudith 👋🏻 , this all looks good to me, although @hashicorp/web-presence will need to request write access to this repo (I think that's requested via Doormat now?)

While you're requesting that, you'll probably also want to request access to:

Which also have website directories. Once that's done we can update the CODEOWNERS there as well 👍🏻
