Terraform CLI and Terraform AWS Provider Version

Terraform Configuration Files

Expected Behavior

Resource is created normally.

Actual Behavior

Error thrown because listing tags of aws_ecs_cluster is not supported in aws-iso-b and aws-iso partitions.
