New AWS Region: eu-south-2

The AWS Region in Aragón, Spain, is now open. The official name is Europe (Spain), and the API name is eu-south-2.

Add support to the Terraform AWS Provider for this new AWS Region.

Until support for the new eu-south-2 AWS Region is added to the Terraform AWS Provider you should be able to use the skip_region_validation configuration setting to bypass this error.
