[Enhancement]: Support for FSx NetApp ONTAP 4GB SKU

Description

Add support for 4GBps SKU for FSx NetApp ONTAP SKU and 160,000 IOPS. AWS Service was enhanced Nov 28, 2022 to include larger throughput capacity.
