In the meantime, I was able to use this resource
https://registry.terraform.io/providers/hashicorp/awscc/latest/docs/resources/logs_account_policy

terraform {
  required_providers {
    ...
    awscc = {
      source = "hashicorp/awscc"
      version = "~> 0.76.0"
    }
  }
}
resource "awscc_logs_account_policy" "my_cloudwatch_account_level_subscription" {
  policy_name = "MyCloudwatchAccountLevelSubscriptionPolicy"
  policy_type = "SUBSCRIPTION_FILTER_POLICY"
  scope = "ALL"
  policy_document = <<EOF
{
  "RoleArn": "arn:aws:iam::...",
  "DestinationArn": "arn:aws:firehose:...",
  "FilterPattern": ""
}
EOF
}
