Add service client for Amazon EventBridge following the Contributing instructions.

Includes aws-sdk-go v1.20.19 from #9305.

On deeper-dive it seems like all the API changes for EventBridge are shadowed in the CloudWatch Events API.
I'm going to close this PR.
