Failure rate: 100% since September 16

Impacted tests:

  • TestAccStorageBucket_update
  • TestAccStorageBucket_storageClass

Nightly builds:

Message:

Error: Provider produced inconsistent result after apply
When applying changes to google_storage_bucket.bucket, provider
"registry.terraform.io/hashicorp/google" produced an unexpected new value:
Root resource was present, but now absent.
This is a bug in the provider, which should be reported in the provider's own
issue tracker.

Possibly related: #8769, though the described race condition seems like it shouldn't result in a sudden 100% failure rate.
