Description

If a notification is delete, but it's still use by a policy alert, you can't delete it, raising an error.

Error: Error when reading or editing NotificationChannel: googleapi: Error 400: Could not delete 
"projects/XXXXX/notificationChannels/123456" because it is still being referenced by: "projects/XXXXX/alertPolicies/78910"

Google implement an attribute force in their API to force deletion even if the notification channel is still use. https://cloud.google.com/monitoring/api/ref_v3/rest/v3/projects.notificationChannels/delete
