Actual Behavior

The filestore resource is constantly recreated.

Steps to Reproduce

0. put the code above in a file
1. terraform apply -auto-approve
2. 'terraform apply -auto-approve`
3. 'terraform apply -auto-approve`

It just constantly re-creates the file store. It seems as in the network name is incorrect:
