Promote the resource GKEHub feature from DCL Beta provider to MMv1 Beta and GA Provider

Description

Since DCL is in deprecation mode, it will be great to migrate Feature resource of GKEHub from DCL to MMv1.
Also, since it is a stable resource - it makes sense to accommodate customers ask to make it available to the GA provider
