Add support for backup_configuration.location for CloudSQL instances

Description

Add backup_configuration.location setting for CloudSQL instances. It gives more fine-grained control on backup location(s) of your CloudSQL instance. It might be feasible to explicitly define backups on different continents, or in our case, to define eu to comply to GDPR regulations. The default backup location is 'same continent'. This includes Zürich, which is not part of the GDPR region.
