Use updateMask for google_logging_project_sink update

While implementing logging exclusions in #990 I came across a note in https://cloud.google.com/logging/docs/reference/v2/rest/v2/projects.sinks/patch which states:

An empty updateMask is temporarily treated as using the following mask for backwards compatibility purposes: destination,filter,includeChildren At some point in the future, behavior will be removed and specifying an empty updateMask will be an error.

Maybe this should be updated in the terraform Google provider before the API changes?
