terraform show should use resource address syntax

Currently terraform show output uses the legacy internal notation for resource addresses, rather than the user-facing ResourceAddress syntax.

For consistency of how we talk about resources, we should use the resource address syntax when we show resource addresses in the terraform show output.

For a similar change in terraform plan, see #15362.

This is now done in master, ready to be included in the v0.12.0 final release.
