Documentation updates for the S3 backend

  1. Document support for setting the region with the shared config file. Precedence: backend configuration, AWS_REGION, AWS_DEFAULT_REGION, shared config file
  2. Document support for AWS_MAX_ATTEMPTS environment variable and max_attempts shared config file setting. Precedence: provider block, AWS_MAX_ATTEMPTS, shared configuration file. (Requires Add support for max attempts envvar aws-sdk-go-base#101)
