For proposing API changes or enhancements, please follow the [guidelines outlined on the Haskell Wiki](https://wiki.haskell.org/Library_submissions#Guide_to_proposers).
All such changes should be discussed on the libraries@haskell.org mailing list.

Is the libraries mailing list still a thing?
Shouldn't proposals be discussed on the issue tracker instead?

The link to the core libraries process is outdated, and also containers is no longer in the domain of the core libraries committee...
