It looks like buildifier in CI workflow is pinned to the latest version. There is a new release of bazel buildtools which caused failures due to linter errors in multiple files (see e.g. https://github.com/hdl/bazel_rules_hdl/actions/runs/5977118724/job/16216389138?pr=176 from #176)

It would be nice to fix those linter errors and perhaps pin buildifier to specific version.
