Add documentation for the CLI.

helidon:dev hooks (Devloop hooks #244) (see helidon-cli-maven-plugin)
helidon-dev passthrough (CLI Property pass-through #248) (see helidon-cli-maven-plugin)
cli config (document interesting options, how to customize defaults for archetypes etc) (possibly depends on helidon config command #408)
How to debug apps
How to find archetype options (may need further improvements as this is not great at the moment)

Investigate if we can include this documentation in the help of the commands so that the cli self documents itself.
