I'm proposing that we go to meetings and socialize the idea of wanting this functionality to research if there are existing workarounds. If so, document them. Also brainstorm and design on a possible better local experience.

Heroku has a "getting started" wizard for Ruby that uses a Rails app https://devcenter.heroku.com/articles/getting-started-with-ruby. The "run the app locally" relies on having a working database install https://devcenter.heroku.com/articles/getting-started-with-ruby#run-the-app-locally, which doesn't make sense for people using Dockerfile. The Dockerfile answer would be to use "docker compose" also to boot up a database in a container. AFAIK this isn't something that's been invested in with pack/cnbs.
