this also bumps Go version to minimal lnd requirement of go 1.21

lnd 18.0.0 introduced support for for inbound fees policies: lightningnetwork/lnd#6703
this PR add the inbound policy fee values in the channel view.
it also upgrade dependencies as needed by lnd 18.0.0
