Abitlity to skip actionwords_signature.yml when exporting

Is your feature request related to a problem? Please describe.

Our team does not need to keep actionwords.ts in sync, thus we do not want to pull down / generate the actionwords_signature.yml file when using hiptest-publisher.

Describe the solution you'd like

In config file, a new option, actionwords_signature = false would be nice.

Describe alternatives you've considered

I have seen the --actionwords-signature in the config file but after using, it doesnt seem to work. If this is a bug, please convert this feature request into a bug.
