RTF Attachment error needs to display properly #792

Currently if a user attaches a non valid doc the page errors on submit.

However, the reveal is not open so the user is unaware of the exact nature of the error as only the banner is shown.

The document has not been uploaded and so the page can be submitted, leaving the user thinking it has actually worked

The reveal is not automatically opened on page error.
