miniQMC - QMCPACK Miniapp

This is the CPU only version of miniQMC. OpenMP offload version is in the OMP_offload branch.

In-source doxygen documentation can be created via 'doxygen Doxyfile'. The HTML pages will be in the html/ directory with the top level file in 'html/index.html'.
