Describe the bug
New timeline sequences can be dropped in the timeline, they should only be dropped in a timeline layer.

To Reproduce
Steps to reproduce the behavior:

Create a new timeline sequence
Drop it in the timeline or on a layer info
The editor (and the whole world) is not usable anymore
