Metatiles from the primary and secondary tilesets should remain on separate rows #656

If the number of primary metatiles is not divisible by 8 it will share a row with the secondary metatiles. Changing the number of primary metatiles will shift the secondary metatiles, which would skew any metatile groups that users have drawn in the secondary tileset.

Current behavior:
primary_wrap

Desired behavior:
primary_no_wrap
