Trigger factory reboot from huggingface_hub

Requested in a convo (private) between @christophe-rannou and @osanseviero. Use case would be to trigger a factory reboot on a Space when the base docker image is updated (and dockerfile use :latest version instead of a fixed tag). Doing a pause + restart is not enough as it would not check if a new docker image exists.
