Request a new "nms" installation method

In Colab, when I was test-running your notebook+repo, I was trying to install nms-rotated plugin to avoid circular imports in later blocks:

Usage:
pip3 install [options] [package-index-options] ...

-e option requires 1 argument`

Even with a turnaround, the pip still doesn't recognise the address, and won't install the plugin:
