I managed to get the install to succeed with Pytorch 1.10 (which requires Python <= 3.8), CUDA 11.3, and GCC v9 (I think <= 10 is required).

pip install torch==1.10.0+cu113 torchvision==0.11.0+cu113 torchaudio==0.10.0 -f https://download.pytorch.org/whl/torch_stable.html
