It seems like this should work https://wordpress.org/gutenberg/handbook/designers-developers/developers/filters/block-filters/#using-a-blacklist but the discussion on that G ticket indicates that something more might be required in order to trigger the js beyond just populating the file with a list of wp.blocks. @r-a-y I think I'm 98% of the way there; can you help me bring this home?
