Notes overlay like Danbooru/Sankaku/etc. does translations.

I am unsure about how hard it would be to achieve feature parity. Danbooru for example has a lot of styling options available through CSS and aside from seeing note content when mouse-hovering the note they also have it so note content can be visible in the note area without having to hover, styling included.
