Cache for API requests. For example when Hydrus Companion queries known URLs, rather than Hydrus doing a new check very time it keeps a cache for a variable time.

Thanks to @bbappserver , this is now in place. Let's see how the performance of a 4 second cache goes, let me know if and where it fails.
