Smoke test - test that besu starts up

with default options (and maybe with profiles?)
without an existing db dir

no need to do a sync or long-running test, just test that besu starts without error

context: recent breaking change #6307 was not picked up by our testing.

(We have a testDocker gradle target which tests that besu docker image starts and allocates ports but it did not pick up this issue.)

Note this could also be picked up by noticing that the hive tests are bulk failing
